Role of FB, twitter and LinkedIn in hiring

Though most companies do not like people accessing Facebook, Twitter or Linked in while at work, some even go ahead and BAN using social media in office, However recruiters from these companies hunt for good candidates on social media platform. First of all, How important it is for job seekers to be conversant with Linked In, Facebook and twitter.  Will you hire someone who is not active on social media  platforms? Do you believe that  someone who is not active on Twitter or FB or has never heard of Quora is not in touch with industry and should not be hired?
